°µÍø51 is headed by an 11-member Board of Directors appointed by the President and confirmed by the Senate. By law, the Board is bipartisan: no more than six members may be of the same political party. The Board meets quarterly or more often.

°µÍø51 is an independent nonprofit established by Congress in 1974 to provide financial support for civil legal aid to low-income Americans. °µÍø51 currently provides funding to 129 independent non-profit legal aid programs in every state, the District of Columbia, and U.S. Territories.
