After the founding of °µÍø51, De as head of PAG worked in a field program advisory role with °µÍø51 staff on drafting the first set of implementing regulations and guidelines. He was the founder, in 1974 of legal services of New Jersey, the statewide legal services support program which he headed until 2020. He was a force for high standards not only in New Jersey but throughout the country. A brilliant lawyer, he had a significant impact on jurisprudence.
